Frequently Asked Questions

Measure D Questions and Answers

What is Measure D?

Measure D is a $44 million school facilities bond approved by District voters on June 2, 2026. It funds repairs, replacements, and upgrades at District schools, including safety and security systems, roofs, HVAC, plumbing and electrical systems, classrooms and labs, and water and drainage systems.

Will Measure D raise my taxes?

Measure D was designed to fund school improvements without increasing current tax rates. The ballot measure estimated a levy of approximately $24 per $100,000 of assessed value while the bonds are outstanding.

When will work begin?

The first projects are being scoped and put out to bid this fall, starting with fencing and campus safety at all three schools. The District's goal is to complete the fencing and the new Hall Middle School field turf in summer 2027.

Has the District received any Measure D funds yet?

Yes. On September 15, 2026, the District issued about $10 million in short-term bond anticipation notes to fund the first round of projects. The notes will be repaid in 2030 from the first series of Measure D bonds. The full $44 million of Measure D authorization remains available for future bond sales. Details are on the Financial Transparency page.

Can bond money be used for salaries or day-to-day operations?

No. State law prohibits using bond funds for teacher or administrator salaries or other operating expenses. Bond funds are held in a separate Building Fund at the Marin County Treasurer and are not mixed with the General Fund that pays for classroom operations.

Does Measure D replace routine maintenance?

No. Measure D pays for repair and replacement projects. Routine maintenance and service contracts stay in the District's General Fund.

Who makes sure the money is spent as promised?

The Measure D Citizens' Bond Oversight Committee reviews District expenditure reports and the annual independent financial and performance audits, and reports its findings to the Board of Trustees and the public. Audit reports and Committee materials are posted on this website.

How can I join the Citizens' Bond Oversight Committee?

Applications are open through Friday, November 20, 2026, at 4:00 p.m. See the Citizens' Bond Oversight Committee page for the seats, eligibility, and the online application.

How can I stay informed?

The District presents a Measure D update to the Board of Trustees each month, and a summary appears in the Superintendent's monthly newsletter. Board presentations and newsletter updates are posted on the Updates and Presentations page.
