Citizens' Bond Oversight Committee

About the Committee

In June 2026, voters approved Measure D, authorizing $44 million in general obligation bonds to improve District schools. As required by Proposition 39, the Board of Trustees established the Measure D Independent Citizens' Bond Oversight Committee (CBOC) and adopted its bylaws on October 14, 2026.

The Committee reviews District expenditure reports and the annual independent financial and performance audits. It confirms that bond funds are spent only on the projects voters approved, and not on teacher or administrator salaries or other operating expenses. It reports its findings to the Board of Trustees and the public in a written annual report. The Committee does not approve contracts, set project priorities, or direct District staff. Those decisions stay with the Board.

Membership

The Board of Trustees appoints seven members:

  • A parent or guardian of a child enrolled in the District
